Training for presiding and polling officers held
HAWAI, March 18: The first round of election training of presiding and polling officers including BLOs and Sector Magistrates of Anjaw district was conducted on March 12 and 16 at Hayuliang and Hawai respectively by resource persons in presence of Duly Kamduk, DEO cum RO, Anjaw district. The 2nd & 3rd phase of training is scheduled on March 21, 22 & 30. The FLC of EVM was also conducted by the ECIL Engineers on March 17 in presence of representatives of Political parties.

Election observer convenes expenditure meeting
KHONSA, Mar 18: The election observer for election expenditure Ram Mohan Tiwary convened a meeting of all the Nodal officers and officials connected with election expenditure for the ensuing Parliamentary and Assembly elections in Tirap district at Khonsa yesterday.
While briefing the importance of maintaining election expenditure records correctly, Tiwary asked the Nodal Officers to maintain records to tally them with the actual expenditures after the elections were over. He told them to maintain the records methodically strictly as per the guidelines of the ECI adding that the ECI was pretty strict on the expenditure aspect of the elections.
He further said that election is a team work adding that during the elections season, no work is above election and asked the participants to accord top priority to election matters.
Earlier, Tirap Deputy Commissioner and DEO, Tirap and Longding districts Kamlesh Kumar Joshi explained the purpose of the meeting and urged all the participants to carry out their assigned duties with utmost sincerity and told them to clarify their doubts if any from the Observer and the DEO. ‘All arrangement in place for free and fair elections’
ITANAGAR, Mar 18: Election Commission of India (ECI) Director General Ashish Srivastava today said that all arrangements and elections preparations have been made for ensuring free, fair, error free and peaceful election process in Arunachal Pradesh and also to provide a level playing field for all.
Speaking to the media persons along with CEO, Chandra Bhusan Kumar and IG, Satyendra Garg at Banquet hall here today the DG said that Central Observers have also been deployed to act as eyes and ears of the ECI adding that their mobile numbers will be made known and also fixed scheduled time for meeting the observers in each district. Steps have also been taken for video coverage in polling centres, webcasting in some locations and micro observers have already been deployed, he said. Other measures, he said, included deployment of adequate central paramilitary forces, operationalization of state surveillance team, flying squads and expenditure control team ad model code implementation team.
He called upon all stakeholders ranging from the voters, candidates, political parties, polling officials, media to contribute to make the 2014 polls a successful one for the state to be proud of.
Calling for adherence to timeline, in a time bound poll process, for candidates and also other stakeholders, he also informed that the last date for filing for nomination papers is March 22nd upto 3 PM.
CEO, Chandra Bhusan Kumar informed that an innovative step is being introduced this time by creating demonstrative polling booth scenario on 2nd April all over the state to give actual feel of the polling. This will allay fears concerning use of two EVMs.
The CEO dwelt on adopting a transparent randomization process in arrangement and allocation of EVMs for all polling stations in the presence of political parties and observers. This will also be followed in the matter of deployment of polling officials.
Further, the ECI has extended the polling time by one hour, now the polling will be between 7 AM to 5 PM.
On the publicity front and awareness generation front, the ECI has assigned DDK to make short films on live demonstration of polling stations, which will be made available in local dialects also, while AIR has been entrusted to make short Audio capsules in local dialects.
IG Satyendra Garg, briefing on the law and order front, informed that an amount of Rs.42 lacs has been seized so far, while 4276 number of licensed weapons have been deposited to the district authorities and also a large number of liquor, CGI sheets, blankets and daos have been seized. DIPR

TEZU, Mar 18: The Lohit District Election Officer Dr. B M Mishra and Superintendent of Police T Amo is leaving no stone unturned for peaceful conduct of election processes in Lohit District.
To ensure peaceful election process they have directed all the executive magistrates, sector officers, flying squads, static surveillance team, police and other forces to work vigilantly.
As a violation of Model Code of Conduct, Flying Squads and Static Surveillance Teams
have seized total 2972 liquor bottles from March 6-
Today Flying Squad Team seized 5 case of Beer, 2 Blender’s Pride bottles, 2 Royal Stag Whiskey along with 24 bottles of Bacardi Breezer and 48 bottles of Mc. Dowell from in and around Tezu town.
The Lohit District Magistrate issued Executive Order in relation to the prohibition of any individual’s land, building, compound, wall etc. whether private or public, without any specific permission of the Onwer(s)/ Occupier(s) for election purpose(s).
Another executive order regarding restriction on printing and publication of Election pamphlets, posters etc. was also released today.
Similar executive orders were issued on ban on sale and consumption of liquor and intoxicants in Lohit District during the ensuring Election 2014.
Another executive order on use of loud Speakers for electioneering campaigns was issued stating that the use of Loudspeakers is restricted from 6 AM to 10 PM. Any loudspeakers being used beyond the hours as prescribed or without the written permission of the authorities concerned shall be confiscated along with all the apparatus connected with the use of these loudspeakers and also the vehicles so used and the breach of this Executive Order shall be visited by stringent penal action, it stated.
Fifth executive order for political parties, candidate, or their supporters or agents to carry out processions, rallies, meetings in connection with the preparation of Election to approach to Permission Cell headed by the Extra Assistant Commissioner (Judicial), Tezu for granting permission to conduct such processions, rallies and meetings etc at least two days ahead of the meetings etc. The orders will come into force with immediate effect and shall remain valid till election process is over. The above executive orders were issued in keeping with the instruction of the Election Commission of India for smooth electioneering.
Meanwhile, a preliminary training with regard to the ensuing Lok Sabha and State

The Preliminary training was conducted for the Sector Officers, Presiding Officer and Polling Officers for understanding their roles and responsibilities during the entire election process and on the various dates of voting.
Mishra called upon all the officers and officials appointed on election related duties to strongly abide by the rules and regulations of the Election Commission of India. All the Sector Officers have been given Magistrate power and it is your duty and responsibility to maintain law and order in your respective sectors, he said.
Master Trainer Dr. P.C. Swain Associate Professor of IGG College Tezu explained on the use of Electronic Voting Machines, postal ballot etc through power point presentation.
Similar trainings will be conducted at various intervals by the DEO in order to acquaint the Sector Officers, presiding officers and polling officers about their power, duties and responsibilities.
Central expenditure observer team calls for strict adherence to ECI guidelines
ROING, Mar 18: Central Expenditure Observer for 42-
He exhorted the Expenditure Monitoring Teams to be extra vigilant and to do their duties sincerely for making the forthcoming election free and fair. He asked them to thoroughly go through the ECI guidelines and adhere to it to make the election smooth and hassle free. He categorically said, “our motto should not be to harass any individual but to check the illegal practices to woo the voters so that they do not vote with the influenced of cash, kinds or liquors but freely which is also the sole objective of ECI”. He further asked all the officer in charge to submit the report daily even if it is nil report.
Mitra who also visited several polling booths in the nearby villages has asked the Assistant Returning Officer to get all the Polling Booths prepared well in advance before the polling day with basic amenities like drinking water supply and electricity. He further asked to increase the frequency of the night patrolling teams and also to do it randomly without fixing any particular time.
Sandeep Kr Singh, ARO cum Nodal Officer for Expenditure Monitoring Teams briefed the central observer about the activities and actions taken by various the EMTs over the last one week. He informed that six SSTs in every administrative circle and several Flying Squads have been formed in the district and they have been doing their duty actively. Random Checking and raids have been going on for the last ten days. He also informed that 4 number of guns have been seized and deposited in the Police Station, Roing and informed that the last date for deposition of the Gun is March 21 in the district and asked all the gun licensed holder to deposit their guns within the stipulated date. He also informed that no one can carry more than Rs 50,000 in cash and asked the SSTs and Flying Squads to strictly check and seize if any person is found carrying more than the ceiling limit without any valid reasons. He also asked the SSTs and Flying Squads to seize any kind of campaigning materials that come into the district without any valid permit. He also asked the Banker’s to inform to the district administration any transaction that crosses Rs 1 Lakh per day and to the Income Tax Department for the transaction that crosses Rs 10 Lakhs per day during the election process.

School rally & training programme on FTK concludes
SEPPA, Mar 18: A school rally and training program on Field Testing Kits (FTK) for water quality testing to the PRI and VWS members conducted by PHE and WS Division Seppa for entire East Kameng district concluded at Pijirang on March 11. The training started on January 13 last has created lots of awareness and knowledge regarding hygienic practices and water source preservation among the rural people.
Speaking on the occasion, Koro Liyak, district consultant, water and sanitation PHE & WS Division Seppa informed that rural people are still ignorant about hygienic practices and no knowledge of water source preservation and safe water drinking. He explained the role of PRI and VWSC in the management of rural water supply and sanitation and stressed on the need for involvement of PRIs in implementation of NRDWP and NBA program. He added that after completion of water supply scheme in a village/habitation, the NRDWP guidelines recognized and make provision to handover the responsibility for operation and maintenance of intra village drinking water supply asset to PRIs.
Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology wherein disinfection of water can be done using only sun light and transparent plastic bottle of about 6cm diameters. Filled bottles are exposed to the sun for about 6 hours where UV rays from sun light pass through the bottles and kills microbes. He also added that SODIS is a free and effective method to disinfect water, usually applied at the house hold level and is recommended by WHO as available method for house hold water treatment and safe storage.
Chapi Riang, District consultant HRD PHE& WS Division Seppa also encouraged the trainees to adopt sanitary toilet and each house should construct at least one sanitary toilet. Under NBA program, the Govt. has launched low cost toilet for individual hose hold to eradicate the customary toilet practices by villagers. Later FTK kits were demonstrated by Pitam Sonam, Laboratory Assistant.
DEO holds meet with micro observers
AALO, Mar 18: The West Siang District Election Officer M K Sahoo has convened a meeting with Micro Observers of election here today.
Highlighting the guidelines on the role and responsibilities, the DEO disclosed that Micro Observer is a special job profile created under the guidelines of ECI and asked all to oversee the overall election process of the polling booths assigned to them and keep in touch with the General Election Observer who is visiting the district shortly.
All MOs will get their polling booths on randomization by the General Observer to assist him in the conduct of free and fair election. Since election is the overall responsibility of all the election machineries, he appealed everyone to be conversant with laws and rules related to election on the day of poll as per the detail guidelines made available to them and attend the final phase of training to Polling Personnel to be held at Gumin Kiin Aalo to acquaint them to hands on EVMs and asses the preparedness of the Polling of the Polling Personnel.
Moreover, with a view to ensure peaceful conduct of the ensuing General Election, the West Siang District Magistrate has given specific direction to close vendor shops and to stop sale transaction with effect from March 22 to 20th May 20. DC holds meeting with Flying Squads and Static Surveillance team
ITANAGAR, Mar 18: Capital Complex Deputy Commissioner Mige Kamki conducted a review meeting with the flying squads (FS) and Static Surveillance Team(SST) in Capital Complex. The DC stressed on the need to step up and intensify surveillance and checking on violation of Model Code of Conduct within Capital Complex and asked the team concerned to confiscate cash, dao and arms and take necessary action as per the direction of Election Commission of India.
Informing that huge seizer of IMFL and cash has been reported in the dailies but the seizer in the capital complex is less compared to other districts, which should have been higher being the capital of the state, he exhorted the Magistrates to work harder and intensify the checking. He also reiterated that the duty transition gap should be zero and vigorous checking and seizure of arms, cash and liquor to be taken up.
The magistrates also presented the problems faced by them while on duty like trouble in collecting POL, inadequate arm police for the night checking, refreshment of police detailed with the magistrate and further also requested to deploy lady constable for frisking and checking of ladies bags. The SP Capital SP Kuruvilla also assured that he will provide a lady police for the second shift of FS and SST magistrates as these are the prime time for movement of man and material. He also informed that the PCR Van is also directed to assist the FS and SST Team.
Flying squad seized fire arm & local daos
SEPPA, Mar 18: The flying squad team lead by CO Abu Taba along with inspector J Netan seized one SBBL Gun and as many as eight local Daos (Chege) at Seppa of East Kameng district on March 16. They also removed more than 500 posters of various organizations pasting at public places/buildings within Seppa township. The seizure was made following the order of District Magistrate cum DEO prohibiting carrying of any type of fire arms, lethal weapon, local Daos and knives in entire district till completion of election process. Use of public building or establishment for posters, wall writings, erection of banners etc. by any political party or candidates or any other person have been prohibited in the district.
DC cum DEO Tarin Dakpe while appreciating the action taken by the flying squad team also said that many more prohibition or restrictions were put in place which should be implemented in letter and spirit. The DC cum DEO was optimistic to see that the people of East Kameng would cooperate with the administration and abide by the election model code of conduct for peaceful election in the district. Dear Editor,
Through your esteemed daily, I want to speak out few words apropos to election. In my opinion it is a very special time as every single voter are given much importance. Generally for the under privilege people it is the only time leaders come asking for vote with another false promise. And that time only he/she will try to understand our miserable condition after a long gap of five years. This is what extensively happening this days in our locality.
In a democratic system people choose the leader and representative leader is meant to work for the welfare of general public. The leader should act like a role model and guardian for the people. As we know a responsible leader leads to sustainable future. The contesting candidates and their workers are spending sleepless night, running tirelessly in order to hold on to the power.
I believe this upcoming legislative assembly election which is scheduled to be held

let us exercise Universal Adult Franchise to elect a capable, dynamic, responsible

the candidates from Arunachal Pradesh who qualified UPSC Prelims Examination, 2013.
That, the Government of Arunachal Pradesh has formulated a scheme wherein all the
APST candidates from the state who cleared the coveted UPSC Prelims Examination are
entitled to get an incentive of Rs. 30,000/-

Very good initiative
Dear Editor,
Arunachal has lot of sports potential, especially in football. But due to lack of infrastructure and sports amenities, they are not given proper exposure.
Recently, a good step has been jointly taken by Arunachal Pradesh Football Association (APFA) and Govt. of Arunachal by signing a MoU with the famous ‘Reading Football Club’ (RFC) of England with the initiative and personal interest of its Advisor, Tomo Nomuk, to impart coaching in football for boys Under 14 Yrs. and so.
Mr. Nomuk, the Advisor of RFC bought two Coaches: -
It is a good beginning and welcome step in promoting football in Arunachal. While witnessing the inauguration of coaching session at Sangey Laden Sports Academy, in the state capital, on 8th Mar 2014, I found that young boys were very excited and were learning new technique.
The step taken by the APFA and RFC, with the initiative of club Advisor, Tomo Nomuk, to promote football in Arunachal is welcome step.
