Training for presiding and polling officers held

HAWAI, March 18: The first round of election training of presiding and polling officers including BLOs and Sector Magistrates of Anjaw district was conducted on March 12 and 16 at Hayuliang and Hawai respectively by resource persons in presence of Duly Kamduk, DEO cum RO, Anjaw district. The 2nd & 3rd phase of training is scheduled on March 21, 22 & 30. The FLC of EVM was also conducted by the ECIL Engineers on  March 17 in presence of representatives of Political parties.

Meanwhile, the Sector Magistrates, Flying Squads, Static Surveillance teams, Video Surveillance Teams and Liquor Monitoring Team have been pressed into service  effective implementation of model code of conduct and for smooth conduct of elections.

 

U-16 Arunachal team leaves for Ranchi

ITANAGAR, Mar 18: A 15 member U-16 players of Arunachal Cricket Association left for Ranchi, Jharkhand, to participate in a match by BCCI for associate and affiliated members to be held from March 20 next. The inaugural match will be played between Arunachal and Nagaland.

 

Society condoles Teli’s demise

ITANAGAR, Mar 18: The Abo Tani Charitable Society has condoled the demise of former minister TC Teli who passed away at his Itanagar residence on March 14 last.

Recalling Teli’s endeavor in coming up with the North East Homeopathic Medical College & Hospital in Itanagar, it said, he was a man of principle and a straight forward person. He worked for social harmony, universal brotherhood, eradication of child marriage, forced marriage, evil practice.

Void created by his demise will be very difficult to fill in for many years, it said while praying for his eternal peace.

 

DM bans selling of weapons and cartridges

YINGKIONG, Mar 18: The District Magistrate of Upper Siang District in order to ensure free and fair conduct of ensuing simultaneous elections as well as maintenance of public peace and tranquility in the district has banned selling of any kind of weapons and cartridges including Air Gun pellets within Upper Siang District to prevent occurrence of any kind of untoward incidents.

 

Election observer visits Ziro

ZIRO, Mar 18: Election Observer for Expenditure Om Prakash  visited Ziro yesterday. Addressing the sector magistrates, nodal officers, flying squads, VSTs, SSTs appointed for the elections, he advocated for strict compliance to ECI guidelines. Owing to the fact that ECI this time has given lot of stress to expenditure monitoring and has issued new formats to maintain accountability, he exhorted the officials to discuss and clarify issues with experienced and senior members. He also took stock of the control room and its operations. DEO K M Uppu gave a brief outline of the District Election Plan.

Earlier on 16th last Election Observer for Excise Monitoring Santosh K Mishra also visited Lower Subansiri district. He visited the IMFL and beer wholesale vendors and checked if the CCTV cameras installed were functional. He also verified the stock position of the IMFL/BEER etc. He was accompanied by Karbom Riram, nodal officer for material management and excise monitoring. 18-yr-old boy drowns in Dikrong, body kept in RKMH mortuary

ITANAGAR, Mar 18: A 18-year old boy identified as Jiwan Chetry has drowned at Dikrong river on March 17. The deceased is a Nepali national and has tatoo marks on right arm on the wrist portion, according to police source. However, the address of the  deceased could not be ascertained.

An UD case No 3/14 U/S 174 CrPC has been registered at Doimukh Police station in this connection.  Postmortem have been conducted and the body is kept in the mortuary of RKM Hospital for 72 hrs.

 

DEO holds meet on poll management with Nodal Officers

PASIGHAT, Mar 18: The District Election Officer Nidhi Srivastava today chaired a meeting with all nodal officers, designated to oversee various aspects of pre-poll managements related to the forthcoming Lok Sabha and state Assembly elections.

She minutely took stock of management of manpower, expenditure monitoring, activities of flying squads, maintenance of law and order, installation of helpline & complaint redressal, EVMs management, transportation, training of polling personnel including Media Certification & Monitoring activities. Along with the nodal officers, Rupok Boje (ADC), Gambu Tsiring (EAC) and John Modi (CO) from election department were also present.

Addressing the officers, Srivastava strictly instructed all to implement Model Code of Conduct putting all efforts to ensure free and fair polls in a transparent manner. She further appealed all to ensure that the responsibilities given to them are fulfilled according to ECI guidelines in letter and spirit. Any dereliction of duty would be viewed very seriously, she cautioned. DIPRO

 

Alert personnel thwart BRO store theft

TEZU, Mar 18: The 1446 BCC staff at Diffu Nalla prevented a major theft of bridge stores of BRO on the night of March 15 last. Narrating the incident, Col P K Tripathi, the 48 BRTF based at Demwe, Tezu said that the miscreants after stealing more than 28 girders and few shuttering plates along with accessories managed to escape the road block prepared by BCC near Vismaknagardet. However, the alert BRTF personnel and Lohit police chased the miscreants for more than 26 km and forced them to abandon their vehicle leaving behind the stores in a jungle track 4 km inside the Paya-Sunpura-Roing road.

Expressing grave concern over the increase in the incidents of robbery and theft recorded in last one month in the district, the Cdr 48 BRTF requested locals to take the development work being undertaken by BRO around their villages as their own and feel ownership for same.  While lauding the prompt action of personnel including local police and administration, the Commander also requested the police and administration to complete the investigation process at the earliest.

It is worth mentioning here that the 48 BRTF deployed at Demwe, Tezu is responsible to ensure connectivity and development of the road and bridge infrastructure in Lohit and Anjaw districts, besides a portion of Lower Dibang upto Korunu.  

 

Dirang gears up for elections

DIRANG, Mar 18: The first round of training for polling personnel of 4-Dirang Assembly constituency was held at the auditorium of Govt. Higher Secondary School here yesterday.

Addressing the jam packed gathering, Assistant Returning Officer-cum-Additional Deputy Commissioner Dagbom Riba advised the trainees to get equipped and updated about the various poll process through the training programmes. He also requested them to attend the remaining two training sessions to avoid any doubt and confusion during the polling day.

Nodal Officer for training Dr. Darge Tsering with the help of a power-point presentation explained in detail the Do’s and Don’ts while master trainer Hemu Rai explained the manual handbook of the presiding and polling officers.

The remaining next two-phases of similar training will be conducted on  March 23 and 30 respectively.

 

Library awareness program held at Seppa

SEPPA, Mar 18: A one-day Library Awareness Programme was organized by District Library at Seppa on March 16. The main objective of the programme was to popularize and inculcate the reading habits among the public, particularly students to gain knowledge. The students from various schools of East Kameng participated in various literary competitions  which were  organized to mark the occasion.

Gokia Tem, DLIO while explaining the importance of conducting such programme urged the students to improve their reading habits which will be of immense help in future Endeavour. He advised the students to visit library and avail the benefits.

Election observer convenes expenditure meeting

KHONSA, Mar 18: The election observer for election expenditure Ram Mohan Tiwary convened a meeting of all the Nodal officers and officials connected with election expenditure for the ensuing Parliamentary and Assembly elections in Tirap district at Khonsa yesterday.

While briefing the importance of maintaining election expenditure records correctly, Tiwary asked the Nodal Officers to maintain records to tally them with the actual expenditures after the elections were over. He told them to maintain the records methodically strictly as per the guidelines of the ECI adding that the ECI was pretty strict on the expenditure aspect of the elections.

He further said that election is a team work adding that during the elections season, no work is above election and asked the participants to accord top priority to election matters.

Earlier, Tirap Deputy Commissioner and DEO, Tirap and Longding districts Kamlesh Kumar Joshi explained the purpose of the meeting and urged all the participants to carry out their assigned duties with utmost sincerity and told them to clarify their doubts if any from the Observer and the DEO. He asked the ADC who is the Nodal Officer of several cells to conduct awareness meetings from time to time to update the knowledge of the officers and officials who were involved in the electioneering processes.   DIPRO

 

 

BSNL urged to activate tower at various locations

SEPPA,  Mar 18: East  Kameng Deputy Commissioner cum DEO Tarin Dakpe urged BSNL general Manager, Itanagar to direct SDO (T) to activate and made functional the towers at Seppa, Bameng and Chayangtajo and also urged for keeping the channels keep open for free flow of crucial information relating to the forthcoming simultaneous election. It is also requested for immediate installation and activation of DSPT at various locations viz. Khenewa, Lada, Bameng, Chayangtajo, Pipu, Gwawepurang, Pijirang, Pakke-kesang, Rilloh, Sijosa, Dissing Passo, Richukrong and Bana.  BSNL should also provide Broad Band facility at Seppa immediately. Focus should be given on hydro power & tourism sector : Rahul Gandhi

HAPOLI, Mar 18: Congress vice president Rahul Gandhi today said that more focus should be given on tourism, horticulture and hydro power sectors in the state for overall development of the state as well as the entire country.  He was addressing an election rally at Hapoli in Lower Subansiri district ahead of the April nine assembly and Lok Sabha elections.

Rahul Gandhi said that real development was possible only after devolution of power to panchayats and Congress-ruled Arunachal Pradesh had set an example in this regard.

"The literacy rate of the state has significantly improved in the past decade and the state government has launched several schemes for empowering youth and women," he said.

He also referred to programmes like Skill Development Council, Employment Generation Council and the Chief Minister's Livelihood Mission Schools.

Arunachal, he said in his brief 16-minute speech, had shown the country the path of peace and zealously protected its culture and history which should be emulated by all states of the country.

"The women of the northeast are very strong as society empowers them. The people of the country should learn from the Northeast," he said.

Enchanted by natural beauty of Arunachal Pradesh, the Congress vice-president said he would like to settle there after "retirement". Gandhi said he would love to settle at Hapoli, popularly known as the Apatani plateau "after my retirement"

"I have never seen such a beautiful place anywhere in the country and am also willing to spend a few days here to enjoy the natural beauty," he  added. PTI

 

 

Five candidates file nominations

ITANAGAR, Mar 18: With few days remaining for filing of nominations, altogether five candidates filed their nominations in various parts of the state for Assembly elections.

According  to Nirvachan Bhawan sources, Phurpa Tsering, (INC) from 4-Dirang, Lakpa Tsering (BJP) from 4-Dirang and TN Thongdok (INC) from 5-Kalaktang filed their nominations.  Pema Khandu (INC) filed nomination from Mukto  assembly constituency, sources said.

Meanwhile, Ziro DIPRO informed that Likha Saaya (INC) has filed his nomination  papers from Yuchuli  assembly constituency.

No nomination filed for Itanagar segment: No nomination was filed today by any candidate for 13th Itanagar (ST) Assembly Constituency, informed Deputy Commissioner cum  Returning Officer Itanagar Mige Kamki.

 

 

‘All arrangement in place for free and fair elections’

ITANAGAR, Mar 18: Election Commission of India (ECI) Director General Ashish Srivastava today said that all arrangements and elections preparations have been made for ensuring free, fair, error free and peaceful election process in Arunachal Pradesh and also to provide a level playing field for all.

Speaking to the media persons along with CEO, Chandra Bhusan Kumar and  IG, Satyendra Garg at Banquet hall here today the  DG said that Central Observers have also been deployed to act as eyes and ears of the ECI adding that their mobile numbers will be made known and also fixed scheduled time for meeting the observers in each district.  Steps have also been taken for video coverage in polling centres, webcasting  in some locations and micro observers have already been deployed, he said. Other measures, he said, included deployment of adequate central paramilitary forces, operationalization  of state surveillance team, flying squads and expenditure control team ad model code implementation team.

He called upon all stakeholders ranging from the voters, candidates, political parties, polling officials, media to contribute to make the 2014 polls a successful one for the state to be proud of.

Calling for adherence to timeline, in a time bound poll process, for candidates and also other stakeholders, he also informed that the last date for  filing for nomination papers is  March 22nd  upto 3 PM.

CEO, Chandra Bhusan Kumar informed that an innovative step is being introduced this time by creating demonstrative polling booth scenario on 2nd April all over the state to give actual feel of the polling. This will allay fears concerning use of two EVMs.

The CEO dwelt on adopting a transparent randomization process in arrangement and allocation of EVMs for all polling stations in the presence of political parties and observers. This will also be followed in the matter of deployment of polling officials.

Further, the ECI has extended the polling time by one hour, now the polling will be between 7 AM to 5 PM.

On the publicity front and awareness generation front, the ECI has assigned DDK to make short films on live demonstration of polling stations, which will be made available in local dialects also, while AIR has been entrusted to make short Audio capsules in local dialects.

IG  Satyendra Garg, briefing on the law and order front, informed that an amount of Rs.42 lacs has been seized so far, while 4276  number of licensed weapons have been deposited to the district authorities and also a large number of liquor, CGI sheets, blankets and daos have  been seized. DIPR

Meanwhile, in a separate press release the DIPR informed that Flying Squad and Static Surveillance Teams operating in the State under Election Commission of India to control violation of Model Code Conduct today seized  an amount of Rs. 1,27,500. With this seizure, the total money seized has gone upto Rs.40,85000. Besides this,  474 bottles of IMFL,1000 blankets and two local Daos were also seized  during the day.

 

 

Rs 2 lakh, 1000 blankets seized in West Kameng

BOMDILA, Mar 18:  Three candidates today filed their nominations at RO’s office Bomdila. They are Phurpa Tsering, (INC) from 4-Dirang, Lakpa Tsering, (BJP) from 4-Dirang and TN Thongdok (INC) from 5-Kalaktang.

Meanwhile, the intensive drives & checks by the Static Surveillance Teams, Flying squads and joint operations by the Magistrates, Police and Excise personnel in the district bore fruit when a total of 1000 blankets meant for inducement, 386 bottles of illegal liquor, 4 Daos and Rupees 2 lacs were seized.

Earlier in the morning, Expenditure Observer (Assembly Constituency) P. Sivaram Prasad held a meeting with all the four local Assistant Expenditure Observers and Accounting Teams of the district and impressed upon the importance of the book of account / Shadow Register and for its timely updation and maintenance.

Later, he inspected the Video Viewing cell located in the DC’s office and the Control Room at DEO’s office and expressed his satisfaction over the pace of works being carried out. DIPRO

 

 

NCP announces 1st list of candidates

ITANAGAR, Mar 18: The Nationalist Congress Party (NCP) Arunachal Pradesh today released the first list of party candidates for Assembly election in the state with approval of the NCP Central Working Committee, New Delhi, informed NCP state unit general secretary (Orgn) Nima Sangey Saling in a release.

Large quantity of liquor seized

TEZU, Mar 18: The Lohit District Election Officer Dr. B M Mishra and Superintendent of Police T Amo is leaving no stone unturned for peaceful conduct of election processes in Lohit District.

To ensure peaceful election process they have directed all the executive magistrates, sector officers, flying squads, static surveillance team, police and other forces to work vigilantly.

As a violation of Model Code of Conduct, Flying Squads and Static Surveillance Teams have seized total 2972 liquor bottles from March 6-18 last.

Today Flying Squad Team seized 5 case of Beer, 2 Blender’s Pride bottles, 2 Royal Stag Whiskey along with 24 bottles of Bacardi Breezer and 48 bottles of Mc. Dowell from in and around Tezu town.

The Lohit District Magistrate issued Executive Order in relation to the prohibition of any individual’s land, building, compound, wall etc. whether private or public, without any specific permission of the Onwer(s)/ Occupier(s) for election purpose(s).

Another executive order regarding restriction on printing and publication of Election pamphlets, posters etc. was also released today.

Similar executive orders were issued on ban on sale and consumption of liquor and intoxicants in Lohit District during the ensuring Election 2014.

Another executive order on use of loud Speakers for electioneering campaigns was issued stating that the use of Loudspeakers is restricted from 6 AM to 10 PM. Any loudspeakers being used beyond the hours as prescribed or without the written permission of the authorities concerned shall be confiscated along with all the apparatus connected with the use of these loudspeakers and also the vehicles so used and the breach of this Executive Order shall be visited by stringent penal action, it stated.

Fifth executive order for political parties, candidate, or their supporters or agents to carry out processions, rallies, meetings in connection with the preparation of Election to approach to Permission Cell headed by the Extra Assistant Commissioner (Judicial), Tezu for granting permission to conduct such processions, rallies and meetings etc at least two days ahead of the meetings etc. The orders will come into force with immediate effect and shall remain valid till election process is over. The above executive orders were issued in keeping with the instruction of the Election Commission of India for smooth electioneering.

Meanwhile, a preliminary training with regard to the ensuing Lok Sabha and State Assembly elections was organized by Dr. B.M. Mishra Lohit District Election Officer-cum-Returning Officer for 2nd East Arunachal Parliamentary Constituency at Government Higher Secondary School, Tezu from March 16.

The Preliminary training was conducted for the Sector Officers, Presiding Officer and Polling Officers for understanding their roles and responsibilities during the entire election process and on the various dates of voting.

Mishra called upon all the officers and officials appointed on election related duties to strongly abide by the rules and regulations of the Election Commission of India. All the Sector Officers have been given Magistrate power and it is your duty and responsibility to maintain law and order in your respective sectors, he said.

Master Trainer Dr. P.C. Swain Associate Professor of IGG College Tezu explained on the use of Electronic Voting Machines, postal ballot etc through power point presentation.

Similar trainings will be conducted at various intervals by the DEO in order to acquaint the Sector Officers, presiding officers and polling officers about their power, duties and responsibilities.

 

 

Central expenditure observer team calls for strict adherence to ECI guidelines

ROING, Mar 18: Central Expenditure Observer for 42-Dambuk (ST) and 43-Roing (ST) Assembly constituencies, Ravi Shankar Mitra had an interaction with the officer in charge of various Expenditure Monitoring Teams at Office Chamber of DC Roing today.

He exhorted the Expenditure Monitoring Teams to be extra vigilant and to do their duties sincerely for making the forthcoming election free and fair. He asked them to thoroughly go through the ECI guidelines and adhere to it to make the election smooth and hassle free. He categorically said, “our motto should not be to harass any individual but to check the illegal practices to woo the voters so that they do not vote with the influenced of cash, kinds or liquors but freely which is also the sole objective of ECI”. He further asked all the officer in charge to submit the report daily even if it is nil report.   

Mitra who also visited several polling booths in the nearby villages has asked the Assistant Returning Officer to get all the Polling Booths prepared well in advance before the polling day with basic amenities like drinking water supply and electricity. He further asked to increase the frequency of the night patrolling teams and also to do it randomly without fixing any particular time.

Sandeep Kr Singh, ARO cum Nodal Officer for Expenditure Monitoring Teams briefed the central observer about the activities and actions taken by various the EMTs over the last one week.  He informed that six SSTs in every administrative circle and several Flying Squads have been formed in the district and they have been doing their duty actively. Random Checking and raids have been going on for the last ten days. He also informed that 4  number of guns have been seized and deposited in the Police Station, Roing and informed that the last date for deposition of the Gun is March 21 in the district and asked all the gun licensed holder to deposit their guns within the stipulated date. He also informed that no one can carry more than Rs 50,000 in cash and asked the SSTs and Flying Squads to strictly check and seize if any person is found carrying more than the ceiling limit without any valid reasons. He also asked the SSTs and Flying Squads to seize any kind of campaigning materials that come into the district without any valid permit. He also asked the Banker’s to inform to the district administration any transaction that crosses Rs 1 Lakh per day and to the Income Tax Department for the transaction that crosses Rs 10 Lakhs per day during the election process.

K Zirdo, District Nodal Officer of Excise Department informed that 5 IMFL/Beer Wholesaler of the district were sealed on March 15 last due to non-compliance of the District Magistrate Order for installation of CCTV Camera.    

Shiv Kumar, DEO cum RO warned that those who do not submit their guns to the nearest Police Station within the stipulated date would be seized and liable for cancellation of their Gun Licence. He also said that the vehicles flying with party flags without obtaining prior permission from the district administration will be deemed as violation of Model Code of Conduct and action would be taken against the political party/candidate.  

Apart from the Officer In charge of SST, VST, VVT, MCMC, Accounting, Assistant Expenditure Observer, District Nodal Officer of Excise dept, Yemling Tayeng, SDO (Roing) cum Nodal Officer for Political Parties and other Administrative Officers were present in the interactions.

Apart from the regular checking by SSTs and Flying Squads teams, MV Checking by the officials of District Transport Office along with police personnel is being carried out intensively in the district headquarter.  DIPRO

 

 

School rally & training programme on FTK concludes

SEPPA, Mar 18: A school rally and training program on Field Testing Kits (FTK) for water quality testing to the PRI and VWS members conducted by PHE and WS Division Seppa for entire East Kameng district concluded at Pijirang on March 11. The training started on  January 13 last has created lots of awareness and knowledge regarding hygienic practices and water source preservation among the rural people.

Speaking on the occasion, Koro Liyak, district consultant, water and sanitation PHE & WS Division Seppa informed that rural people are still ignorant about hygienic practices and no knowledge of water source preservation and safe water drinking. He explained the role of PRI and VWSC in the management of rural water supply and sanitation and stressed on the need for involvement of PRIs in implementation of NRDWP and NBA program. He added that after completion of water supply scheme in a village/habitation, the NRDWP guidelines recognized and make provision to handover the responsibility for operation and maintenance of intra village drinking water supply asset to PRIs.

Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology wherein disinfection of water can be done using only sun light and transparent plastic bottle of about 6cm diameters. Filled bottles are exposed to the sun for about 6 hours where UV rays from sun light pass through the bottles and kills microbes. He also added that SODIS is a free and effective method to disinfect water, usually applied at the house hold level and is recommended by WHO as available method for house hold water treatment and safe storage.

Chapi Riang, District consultant HRD PHE& WS Division Seppa also encouraged the trainees to adopt sanitary toilet and each house should  construct  at least  one sanitary toilet. Under NBA program, the Govt.  has launched low cost toilet for individual hose hold to eradicate the customary toilet practices by villagers. Later FTK kits were demonstrated by Pitam Sonam, Laboratory Assistant.

 

 

DEO holds meet with micro observers

AALO, Mar 18: The West Siang District Election Officer M K Sahoo has convened a meeting with Micro Observers of election  here today.

Highlighting the guidelines on the role and responsibilities, the DEO disclosed that Micro Observer is a special job profile created under the guidelines of ECI and asked all to oversee the overall election process of the polling booths assigned to them and keep in touch with the General Election Observer who is visiting the district shortly.

All MOs will get their polling booths on randomization by the General Observer to assist him in the conduct of free and fair election. Since election is the overall responsibility of all the election machineries, he appealed everyone to be conversant with laws and rules related to election on the day of poll as per the detail guidelines made available to them and attend the final phase of training to Polling Personnel to be held at Gumin Kiin Aalo to acquaint them to hands on EVMs and asses the preparedness of the Polling of the Polling Personnel.

Moreover, with a view to ensure peaceful conduct of the ensuing General Election, the West Siang District Magistrate has given specific direction to close vendor shops and to stop sale transaction with effect from March 22 to 20th May 20. The arms and ammunition vendors have been asked to ensure submission of their stock position as on  March 31 to the office without fail. DIPRO

 

 

DC holds meeting with Flying Squads and Static Surveillance team

ITANAGAR, Mar 18: Capital Complex Deputy Commissioner Mige Kamki conducted a review meeting with the flying squads (FS) and Static Surveillance Team(SST) in Capital Complex. The DC stressed on the need to step up and intensify surveillance and checking on violation of Model Code of Conduct within Capital Complex and asked the team concerned to confiscate cash, dao and arms and take necessary action as per the direction of Election Commission of India.

Informing that huge seizer of IMFL and cash has been reported in the dailies but the seizer in the capital complex is less compared to other districts, which should have been higher being the capital of the state, he exhorted the Magistrates to work harder and intensify the checking. He also reiterated that the duty transition gap should be zero and vigorous checking and seizure of arms, cash and liquor to be taken up.

The magistrates also presented the problems faced by them while on duty like trouble in collecting POL, inadequate arm police for the night checking, refreshment of police detailed with the magistrate and further also requested to deploy lady constable for frisking and checking of ladies bags. The SP Capital SP Kuruvilla also assured that he will provide a lady police for the second shift of FS and SST magistrates as these are the prime time for movement of man and material. He also informed that the PCR Van is also directed to assist the FS and SST Team.

 

 

Flying squad seized fire arm & local daos

SEPPA, Mar 18: The flying squad team lead by CO Abu Taba along with inspector J Netan seized one SBBL Gun and as many as eight local Daos (Chege) at Seppa of East Kameng district on March 16. They also removed more than 500 posters of various organizations pasting at public places/buildings within Seppa township. The seizure was made following the order of District Magistrate cum DEO prohibiting carrying of any type of fire arms, lethal weapon, local Daos and knives in entire district till completion of election process. Use of public building or establishment for posters, wall writings, erection of  banners etc. by any political party or candidates or any other person have been prohibited in the district.

DC cum DEO Tarin Dakpe while appreciating the action taken by the flying squad team also said that many more prohibition or restrictions were put in place which should be implemented in letter and spirit. The DC cum DEO was optimistic to see that the people of East Kameng would cooperate with the administration and abide by the election model code of conduct for peaceful election in the district. Co-operative tea factory in Tripura  an eye opener for Arunachalee small tea growers

ITANAGAR, Mar 18: A 12-member team of small tea growers of Arunachal Pradesh led by All Arunachal Pradesh Small Tea Growers’ Association president Tadak Gab was taken to Tripura on an exposure cum study tour by Tea Board Regional Office, Itanagar from March 12 to 18. The growers from Pasighat, Runglo, Kanubari, Balijan, Dollungmukh area were the members of the team which returns today from Tripura after successful study tour.

During their study tour, the  team members visited various tea gardens  of  small tea growers , Durgabari Co-operative factory, various Self Help Groups.

The team had interactive session at Tea Board regional office, Agartala in presence of Subhas Das, Addl. Director of  department of Industries, Govt of Tripura.  The team also called on Tripura Assembly deputy speaker Pabitra Kar  and had a fruitful  interactive session.

The tour was organized to motivate tea growers to form Self Help Groups and to study how co-operative factories are run successfully at Tripura. In many tea growing areas of Arunachal there is scarcity of factories and industrialists are reluctant to set up factory in remote tea growing areas due to many problems. As a result green leaves are transported by some agents to Assam based factories and  in this process growers are completely dependent on agents and they are deprived of proper leaf price. Agents can be eliminated by setting up of own co-operative factory. The Durgabari workers co-operative factory can be an eye - opener for growers of Arunachal.

Tea plantation in Tripura was started by people of East Bengal under Royal Administration unlike Assam where tea plantation was started by British. This has similarity with Tea Industry of Arunachal since tea gardens were established by native people in Arunachal. The Tripura Tea Development Co-operative was set up in 1980 for development of Tea Industry in the state which manages 5 sick gardens and Durgabari Co-operative factory. The state Govt. has diverted various schemes sponsored by Central Govt. like MGNREGA, Schemes for Welfare of Tribal people, facilities provided for BPL families etc for uplift of tea growers. The State Govt. has tied up knot with Tea Board for uplif of Tea Industry.

Only during election time leaders try to understand pain of poor

Dear Editor,

Through your esteemed daily, I want to speak out few words apropos to election. In my opinion it is a very special time as every single voter are given much importance. Generally for the under privilege people it is the only time leaders come asking for vote with another false promise. And that time only he/she will try to understand our miserable condition after a long gap of five years. This is what extensively happening this days in our locality.

In a democratic system people choose the leader and representative leader is meant to work for the welfare of general public. The leader should act like a role model and guardian for the people. As we know a responsible leader leads to sustainable future. The contesting candidates and their workers are spending sleepless night, running tirelessly in order to hold on to the power.

I believe this upcoming legislative assembly election which is scheduled to be held simultaneously with Lok Sabha poll be a ‘wind of change’ for our society. Arise and let us exercise Universal Adult Franchise to elect a capable, dynamic, responsible and committed person for our society who would transform our society; transform the status-quo system of governance. Moreover if state has to progress, the citizen must respect system and the rule of the law. It is evident that efficiency and effectiveness in governance are not sustainable without probity, transparency and accountability.

Accountability is the obligation of those holding power to take responsibility for their behaviour and action. Accountability can come only when all the decision maker and those acting on behalf of government are made aware that they sit in glass houses and all their action are open to oversight. At last, I want to appeal the concern authority and police department to take every possible measure to prevent any untoward incident. Hope coming election will be held in free and fair way in a peaceful atmosphere.

Need to correct the systemic anomaly

Dear Editor,

Through the column of your esteemed daily, I would like to narrate the ordeal of the candidates from Arunachal Pradesh who qualified UPSC Prelims Examination, 2013. That, the Government of Arunachal Pradesh has formulated a scheme wherein all the APST candidates from the state who cleared the coveted UPSC Prelims Examination are entitled to get an incentive of Rs. 30,000/- only through the  Directorate of Higher and Technical Education, Govt. of Arunachal Pradesh. This incentive is designed to encourage candidates for the subsequent rounds of the examination by making it possible for the candidates to avail various costly books and study materials, the absence of which is sure to hamper the prospects of the candidates in the UPSC Mains Examination. Now, may be due to non-availability of requisite fund or due to the laggardness of the concerned Department or may be due to the reason which only God knows, the candidates are yet to get the mentioned incentive. And just for the kind information, the UPSC Mains Examination has already been conducted in the month of December 2013 and its result was declared on 11th March 2014. It's been almost 8 months since the result for UPSC Prelims was declared on 2nd August 2013 but the mentioned incentive is nowhere to be seen. Upon enquiring the concerned authority about the status of fund, all we get is an answer of "Next Month". Granting of the incentive designed for UPSC Mains Examination after the examination is conducted is just absurd. Candidates who are economically poor are worst hit as they are bound to get themselves employed during their preparation time resulting in inadequate preparation. This systemic anomaly is defeating the very purpose of the incentive for which it is granted. Though the matter may look of minuscule nature, the same may be reason why our intelligentsia filled state is unable to produce good number of IAS, IPS, IRS officers etc.

Very good initiative

Dear Editor,

Arunachal has lot of sports potential, especially in football. But due to lack of infrastructure and sports amenities, they are not given proper exposure.

Recently, a good step has been jointly taken by Arunachal Pradesh Football Association (APFA) and Govt. of Arunachal by signing a MoU with the famous ‘Reading Football Club’ (RFC) of England with the initiative and personal interest of its Advisor, Tomo Nomuk, to impart coaching in football for boys Under 14 Yrs. and so.

Mr. Nomuk, the Advisor of RFC bought two Coaches: - Mr. Keith Greene and Mr. James Karr from their club. They are well experienced and highly paid football coaches. The coaches have come here far away from London, only on invitation by the APFA based on MoU signed with the Govt. of Arunachal to provide football coaching for six months at very nominal fees, almost like free coaching to the children.

It is a good beginning and welcome step in promoting football in Arunachal. While witnessing the inauguration of coaching session at Sangey Laden Sports Academy, in the state capital, on 8th Mar 2014, I found that young boys were very excited and were learning new technique.

The step taken by the APFA and RFC, with the initiative of club Advisor, Tomo Nomuk, to promote football in Arunachal is welcome step.

East-West confrontation is back

The east-west confrontation which dominated world politics during cold war era is back to forefront again with Ukraine crisis. The decision of Russian president Vladimir Putin to recognize Crimea as an independent state following a referendum on Sunday in which its voters supported joining Russia, has deepened divide between Russia and West. The United States and European Union imposed personal sanctions on Monday on Russian and Crimean officials involved in the seizure of Crimea from Ukraine as President Putin signed a decree recognizing the region as a sovereign state.

Taking a step further, leaders of the Group of Eight (G-8) world powers have suspended Russia's participation in the club.  Reacting to the criticisms and actions by the west, President Putin said the west has "cheated Russia and crossed the line on Ukraine." While it’s a matter of formalities before Crimea officially joins Russian Federation. Now the attention will turn towards eastern Ukraine where Russian speaking citizen have staged series of rally supporting Moscow. The battle of nerves between Russia and West will have epicenter in eastern Ukraine. The two sides need to avoid military confrontation and concentrate in ending tension by having dialogue.
